Owners fear intellectual property will be stolen.
Most information on the web is paid for by advertising (seems to be free).
There are copy-protection & payment schemes:
- Allow owner to be paid for all use (according to contract terms).
- allows viewers/listeners easy and anonymous viewing.
Issues are technical, legal, and business.
Better schemes will probably be invented.
